The RDC2 – Committee on Development Administration and Communication (CODAC) conducted its 1st Quarter Meeting today, 19 March, at the DEPDev Pamegafanan Hall, RGC, Carig Sur, Tuguegarao City.
Among the agenda items discussed for endorsement to the RDC are the following:
1) Enjoining the Local Government Units to establish Consumer Welfare Assistance Center (CWAC) in their respective municipalities;
2) Review of EO No. 77 “Prescribing Rules and Regulations and Rates of Expenses and Allowances for Official Local and Foreign Travels of Government Personnel;
3) Legal Recognition and Regulation of CSU’s Converted Electric Bus and All-Electric Tourist Transport Tram Projects and Standardized Battery Packaging for Battery Swapping of Light Fleet Electric Vehicles;
4) Strengthening the Implementation of Republic Act No. 10361 known as the Domestic Workers Act or Batas Kasambahay; and

The proposal of Mr. Cloyd Velasco, RDC2 PSR for Trade, Industry and Services Sector, titled: Establishment of a national apprenticeship program as a private-sector led convergence initiative to strengthen the Philippine startup and innovation system was approved for endorsement during the 17th RDC-PSR National Convention held on March 11-13, 2026 in Davao City.
The proposal aims to bridge skills-jobs mismatch and to foster a
stronger culture of innovation. It also seeks to address the absence of structured, standardized, nationwide pathways for talent development and research commercialization across Higher Education Institutions in the region.

The Regional Budget Review Committee (RBRC) of the Regional Development Council (RDC) successfully concluded its four-day Budget Review and Consultation for the fiscal year (FY) 2027 budget proposals, held from March 10-13, 2026, at the Department of Economy, Planning, and Development (DEPDev) Regional Office 2 in Tuguegarao City.
A total of 39 regional line agencies (RLAs), state universities and colleges (SUCs), and government-owned and controlled corporations (GOCCs) participated in the activity to present their respective budget proposals for FY 2027. After incorporating the recommendations from the RBRC members, the budget proposals will then be endorsed to the RDC for further approval by the respective agency central offices.

The Regional Development Committee – Luzon Area Committee (RDCom – LAC) convened on March 10, 2026 for its First Quarter Regular Business Meeting for CY 2026 via Zoom to formally select a new set of officers for the term 2026–2028.
The Luzon RDCom members elected La Union Governor and RDC I Chairperson Mario Eduardo C. Ortega as its Chairperson, and Oriental Mindoro Governor and RDC MIMAROPA Chairperson Humerlito A. Dolor as Co-Chairperson. Governor Ortega expressed his gratitude for the trust and confidence of his fellow governors to lead the Luzon RDCom. The Infrastructure Development Committee (IDC) of the Regional Development Council 2 (RDC 2) advanced key infrastructure plans and investment proposals during its First Quarter 2026 Regular Business Meeting held on March 6, 2026, at the DPWH New Conference Hall in Tuguegarao City. The meeting brought together regional development partners to strengthen coordination and accelerate the implementation of priority infrastructure projects across Cagayan Valley.
A major outcome of the meeting was the endorsement of guidelines and procedures for evaluating infrastructure policies, programs, and projects, which aim to streamline the project review process, strengthen evidence-based planning, and ensure that infrastructure proposals align with regional development priorities prior to endorsement by the RDC.
