The Regional Project Monitoring Committee (RPMC) approved its monitoring and evaluation (M&E) plan for 2026 during its 4th Quarter Regular Business Meeting on 3 December 2025 in Sta. Ana, Cagayan.

The CY 2026 M&E Plan presents the programs and projects for priority monitoring, which include the infrastructure flagship projects in the region and those funded under Official Development Assistance, public-private partnership, and locally-generated funds approved by the Investment Coordination Committee of the Economy and Development Council.

During the discussion, the results of the field monitoring visits were also presented. The Committee recommended actions to address the issues raised. The recommendations will be communicated to the concerned implementing agencies for appropriate action.

The Committee also welcomed its new private sector representative (PSR) members: Mr. Francis D. Nitura and Ms. Marilyn DC Santiago, completing the three PSR seats in the RPMC.

The Regional Project Monitoring Committee (RPMC) – Project Monitoring Team (PMT) conducted a field monitoring visit (FMV) to key infrastructure projects implemented by the Cagayan Economic Zone Authority (CEZA) at the Cagayan Special Economic Zone and Freeport in Sta. Ana, Cagayan on 2 December 2025.

The projects visited include the Data Center and Telecommunication Facility Upgrade and the components of the Port Irene Development Project, namely, (1) Dredging and Reclamation Project (Phases 2โ€“4), (2) Port Irene Retrofitting and Rehabilitation, and (3) Breakwater Repair and Maintenance (Phase I). The Regional Project Monitoring Committee (RPMC) of the Cagayan Valley Regional Development Council conducted a specialized capability-building program on using monitoring and evaluation (M&E) results for project development and management on 4-5 December in Sta. Ana, Cagayan.

The training was specifically designed for local M&E practitioners and decision-makers, particularly the members of the Project Monitoring Committees at the regional and local levels. This aims to strengthen their ability to interpret and apply M&E results throughout the project cycle, from planning and design to implementation, monitoring, and performance improvements.

Lectures and workshops on project logic and theory of change, data cleaning and processing, and communicating M&E results were conducted. The participants were also taught how to extract data through Microsoft Excel and turn them into actionable insights.

The Regional Development Council (RDC) 2 – Infrastructure Development Committee (IDC) convened its Fourth Quarter Regular Business Meeting on November 24, 2025 at the DEPDev Regional Office 2 in Tuguegarao City, for its reorganization and to act on priority regional infrastructure initiatives.

The Committee received updates on the implementation of the Anti-Overloading Law, highlighting progress in the construction and replacement of critical bridges, the rollout of the Anti-Truck Overloading Mobile Enforcement (ATOME) Stations, and the proposed participation of local government units (LGUs) in the enforcement efforts. These developments affirm the regionโ€™s commitment to safer and more efficient transport networks.

The IDC subsequently endorsed 10 ATOME Stations for funding by the Department of Public Works and Highways (DPWH). Four stations in Isabela will be prioritized having completed all required documentation, while the six remaining stations will proceed upon completion of DPWH submissions.
